Government Launches Major Small Business Compliance Review
HMRC has announced a significant new initiative to improve how it serves small businesses. The comprehensive review will examine the entire customer journey for SMEs, from business startup through to ongoing tax compliance, identifying key friction points and opportunities to simplify processes.
This review is part of the government's broader Tax Update 2026: Simplification, Modernisation and Fairness, which aims to reduce administrative burden on businesses whilst improving compliance.
What HMRC Plans to Improve
The review will focus on simplifying guidance, improving services and supporting compliance across the business lifecycle. Planned improvements include almost all straightforward customer queries being handled digitally or automatically, with at least 90% of customer interactions becoming digital by design.
HMRC also plans to enhance its digital capabilities so customers and their agents can track progress on enquiries, share documents digitally with HMRC, and receive personalised messages and guidance when they transact. For SMEs relying on accountants and tax advisers, mandatory tax adviser registration (live from May 2026) will enable better access to improved digital services.
VAT and Registration Improvements
HMRC will also simplify VAT registration processes during 2026 to 2027, focusing on clearer application journeys, upfront guidance and faster registration decisions. These changes are designed to reduce delays and barriers to VAT registration for new businesses.
